The French government calls for submission of innovative solutions to be deployed within the shortest possible time. Initiated by the Ministry of the Armed Forces and launched by The French Agency for Innovation and Defense (AID), this is part of the government’s plan to fight COVID-19. The funding amount of 10 million euros will be made available for the deployment of the selected project immediately. Application are open until April 12th 2020.
Worth noting is that, it is open to innovative solutions, whether technological, organizational, managerial or adapting industrial processes, which could be directly mobilized in order to: protect the population, support patient care, test the population, monitoring the evolution of the disease at the individual level and the evolution of the pandemic, or helping to limit constraints during the crisis period.
Projects must be of sufficient technological maturity to be deployed during the current pandemic, must be easily and quickly replicated with the possibility to implement across the entire national territory within the defined budget limits.
This form is open to all types of economic operators: academics, small, medium-sized enterprises, medium-sized enterprises, large groups. Groupings made up of these different types of operators are possible. Visit o submit a project.
Project can stem from individual or collective protection, care givers and populations (eg masks, “makeshift hygiaphones”, innovative concepts of protection, barriers, recycling techniques, Do It Yourself, etc.);
Management of the safety distance between individuals;
Automation of tasks for the removal, cleaning of equipment or rooms;
Facilitation of the deployment of field hospitals in support of populations;
Crisis management, referral, structuring / modularity of care chains (e.g. logistics management, HR, etc.);
Production of new decontamination solutions for all types of surface, for small and large equipment, for living spaces, etc. ;
Mass production capacity of decontamination solutions;
Support for medical care (production of missing equipment or treatment, concept of recycling, diversion or other idea to make up for these shortcomings);
Detection of the virus in the environment;
Rapid diagnosis and self-diagnosis and associated behavior – massive screening – participatory screening;
Management of the individual and societal psychological impact (communication and awareness-raising on the crisis and the epidemic, improvement of the perception of the risk of epidemic, post-crisis management, etc.);
Factors limiting movement and combating transgression;
Improvement of remote work (digital continuity tools, security, etc.);
Improvement of life in home isolation (digital but also outside digital solutions).
The project selection will take into consideration other things like new technologies; the innovative nature of the proposals which may consist in reorienting existing technologies or industrial processes (for example diverting a perfume production plant to make hydroalcoholic gel).
Proposals may come from academic, small, medium-sized, medium-sized, large groups. Groupings made up of these different types of operators will be possible. Depending on the financing or acquisition vector used, restrictions on the origin or size of economic operators may be applied.
Internal proposals from civilian and military personnel from the Ministry of the Armed Forces are also welcome.
What is NOT wanted:
Your proposal should not suggest a maturing innovation that has no chance of being used to fight the current pandemic.
Content of the proposal
Given the urgency of the project, the presentation and supporting documents must be as concise and precise as possible. It must contain the following documents:
-The technical description of the proposed solution and the use case (user, employment situation) to which this solution responds.
the project plan including:
-A development and commissioning schedule identifying milestones and deliverables to monitor the progress of the project;
-A breakdown of the price of the proposal, distinguishing where appropriate the part financed by the Ministry of the Armed Forces and other sources of financing. The depositor may usefully propose optional elements in his proposal.
-A justification document explaining the contribution of the project for each of the 3 evaluation criteria below (impact, credibility, timetable).
– The total file will not exceed 30 pages.
Mandatory criteria-the proposals will be analyzed with regard to the mandatory criteria below:
The proposed solution falls within the scope of the call for projects (cf. “What we are looking for” and “What we do not want”);
The proposal contains a project plan;
The proposal justifies the interest of the project for each of the three evaluation criteria presented below.
Only proposals that meet all of the mandatory criteria will be analyzed on the fly when selecting projects.
An evaluation committee involving various experts from the Ministry of the Armed Forces will evaluate the proposals as they are received. Evaluators are not allowed to contact applicants regarding their proposal. The evaluators may only use the information contained in the proposals for the sole purpose of the evaluation.
This assessment will be based on the following 3 criteria:
Impact: the anticipated benefits (for the population, decision-making cycles, health personnel, etc.);
Credibility: any evidence, scientific or technical, to confirm the feasibility of the project;
Time frame: time frame for implementing the solution.
The choice to fund a proposal is based on the evaluation results, the cost of each proposal vis-à-vis the available budget and strategic considerations for the public.
Applicants whose proposal will not been accepted may request a summary opinion on their proposal.
Deadline for submission of proposals
Proposals for responses are expected and will be evaluated on the fly until April 12, 2020. Late proposals may be studied, but the chances of success will be greatly reduced.
